dr.zhang is the executive vice chairman of future forum, the advisor of the communication science and technology committee of miit(the ministry of industry and information technology), the chief expert of supervision and evaluation group of electronic and information section, and the group leader of broadband mobile communication strategy research group of national science and technology major project.

previously, dr.zhang used to be the deputy director general of the science and technology department of miit, the inspector at the bureau level of the telecommunications administration, the vice chairman and secretary general of the china communications association.

dr. zhang graduated from the hong kong polytechnic university with a phd. he has long been engaged in information and communication technology management and internet regulatory affairs, including internet basic resource management, internet technology standardization and internet development policy formulation.
