international | 2019/10/31to further promote the exchange and cooperation of young scientists and technicians between china and japan, sponsored by the department of international cooperation of the ministry of science and technology (most) of the people's republic of china, undertaken by the china science and technology exchange center (cstec), with the recruitment of japanese personnel conducted by the japan science and technology agency (jst), "the plan for exchanges between chinese and japanese young scientific and technical personnel" was officially launched in 2016. the aim is to further strengthen the scientific and technological people-to-people exchanges between china and japan by inviting outstanding young japanese scientific and technological management personnel and researchers to a short-term visit to china, and constantly consolidate the public support for the development of bilateral relations and cooperation in scientific and technological innovation. 336 outstanding young researchers and scientific and technological management personnel from the central government departments, well-known scientific research institutions and universities of japan have been successfully invited to china for investigation, and good results have been achieved, since the plan was launched three years ago. to this regard, invited by the ministry of science and technology, a delegation of 180 japanese youth scientific and technological personnel recruited by the japan science and technology agency (jst) for "the plan for exchanges between chinese and japanese young scientific and technical personnel" of 2019 visited china in two batches, on june 24-29 and october 21-26, 2019. most of the delegation members came from japanese central government departments, such as the ministry of internal affairs and communications (mic), ministry of foreign affairs of japan (mofa), ministry of education, culture, sports, science and technology (mext), the ministry of agriculture, forestry and fisheries (maff), the ministry of economy, trade and industry (meti) and the ministry of land, infrastructure, transport and tourism (mlit), as well as the local government departments such as aichi, kumamoto, chiba and mie prefectures. also, there are young scientific research backbones of universities and research institutions such as asahi university, ibaraki university, kyushu university, kyoto university and tohoku university. entrusted by the ministry of science and technology of the people's republic of china, the future mobile communication forum is responsible for the reception of this event in beijing.

on the evening of june 24, the welcome banquet was held at the foreign experts building beijing. guests such as ye dongbai, director of international cooperation department of ministry of science and technology (most), chen zhimin, secretary of the party committee of the china science and technology exchange center, kazuki okimura, chief researcher of japan science and technology agency (jst), mizutani, counsellor of the embassy of japan in china attended the banquet and delivered speeches.
ye dongbai, director of international cooperation department of ministry of science and technology (most), said in his speech that cooperation in science and technology and innovation is an important part of sino-japan relations, and bilateral scientific and technological exchanges and cooperation have been developing rapidly since the signing of the sino-japanese intergovernmental agreement on science and technology cooperation in 1980. in particular, since the launch of "the plan for exchanges between chinese and japanese young scientific and technical personnel", the channels of exchange for japanese scientific and technological personnel in china have been further expanded and the number of personnel in china has been constantly expanding. by the end of 2018, 336 outstanding young researchers and management personnel from japanese government departments, well-known scientific research institutions, universities and other units had visited china successfully. through personal experience of china's current scientific and technological development, the members of the delegation have gained more understanding of economic, social, scientific and technological development which china has achieved. through exchanges between technical professionals of both sides, they have improved mutual understanding with each other and forged deep friendship, laying a solid foundation of public opinion for china and japan to implement further cooperation on science and technology.
according to mizutani, counsellor of the embassy of japan in china, the japanese government attaches great importance to the exchanges between japanese and chinese talents specialized in the field of science and technology, especially the "sakura science and technology program" implemented by japan science and technology agency (jst). from 2014 to 2019, about 8,900 chinese youths were invited to japan for a visit. at the same time, the ministry of science and technology of the people's republic of china has launched the plan for exchanges between young scientific and technical professionals from china and japan since 2016. it is expected that more than 200 japanese scientific and technical professionals will be invited to china this year. "the scientific and technological exchanges between china and japan have become a huge property supporting the friendship between two countries."
in the past more than 20 years of work on the scientific and technological exchanges with china, kazuki okimura has deeply felt that japan's future development can not do without exchange and cooperation with china. people-to-people communication is crucial, so the "sakura science and technology program" was officially launched in 2014 with a multi-party effort as a plan for communication among young people in asian countries. according to kazuki okimura, chinese youths participating in the "sakura science and technology program" visited japan for the first time. they are well impressed by japan, and many of them hope to visit again. "i hope that the members of the japanese delegation can have the complete experience of china with a serious attitude during these days to make feedback on a real china to japan."

on the morning of june 25, the delegation respectively visited tsinghua university and beijing university in two groups. on the afternoon of that day, a symposium was held for exchanges between the delegation and relevant ministries and commissions at the foreign experts building. the symposium was presided over by bai yanqiu, director of china science and technology exchange center, and liu xiaoyan, deputy director of science and technology exchange center. the strategic planning department of ministry of science and technology, the science and technology department of ministry of industry and information technology, the international cooperation department of ministry of ecology and environment, the torch high-tech industrial development center of ministry of science and technology, the international cooperation bureau of chinese academy of sciences, the international cooperation department of china national intellectual property administration, and china rural technology development center of ministry of science and technology made wonderful reports on china's policies concerning technologies and diplomatic affairs as well as the cooperation with japan.

on october 21, 2019, 90 members of the second delegations initiated their 6-day visit to china.

after the visit, the members of the delegation all made their remarks that this visit give access to full understanding of the development of china's scientific and technological innovation. after returning to japan, they would deliver these new developments in china to their colleagues and friends, and would play their roles in china-japan scientific and technological cooperation as well as friendly exchanges. the members from jst observed that china's rapid development and high technical level were beyond their expectation. china and japan should seek cooperation and coexistence and make mutual supplement for each other while promoting a good-neighborliness relationship, so as to achieve win-win results via fair competition in bilateral cooperation. other delegation member said that this trip gave him a brand-new impression of china. he deeply felt that china's scientific research has gone beyond japan and was confident in the scientific and technological cooperation between the two countries.
