on behalf of the preparatory committee of future mobile communications forum, professor you xiaohu, head of the expert group for 863 future mobile communications research declared the future mobile communications forum officially be established. mr. feng jichun, director-general of ministry of science and technology high and new technology and industrialization department, mr. wen ku, director-general of ministry of information industry science and technology department, mr. xie feibo, vice director-general of the national radio management bureau, and mr. zhou baoxin, secretary-general of china communications standards association had extended their warmest congratulations in their addresses respectively. 26 founding member institutions of future mobile communications forum had sent representatives to the inauguration meeting, including the domestic and foreign operators, manufacturers and science research institutions.

the chinese government has paid much attention to the continuable development of future mobile communications, as demonstrated by the beyond 3g national 863 programs supported by the central government namely the future program, which after 4 years of efforts has achieved important progress in r&d on key future mobile communications technologies. as for international cooperation, some b3g cooperation programs between china, european union, korea and japan related department have initiated successively.
the globalization of mobile communications technology and the industry is an irrevocable trend. the mobile communications technology and industrial development of china will become an integral part of the global efforts in this regard. the mobile communications will encounter more complex environment and higher technological requirements, so worldwide exchanges and cooperation are indispensable in order to achieve advantage complement, lower the input and risks and create a bright future for mobile communications. future mobile communications forum finally came into being after more than one year’s careful preparation. the forum will undoubtedly improve exchanges and cooperation in mobile communications between china and other countries and promote continuable development of mobile communications technology and industry in china and worldwide.

director-general wen ku took great pleasure in the presence of world’s leading telecommunication operators and equipment manufacturers at the inaugural meeting and expressed his warm congratulations on the formal establishment of the future mobile communications forum on behalf of the department of science and technology, ministry of information industry.
director-general wen ku indicated that the global mobile communications industry was developing at a stunning speed, far exceeding the expectations of 10 years before. at present, there are 1.6 billion mobile communications subscribers in the world and china accounts for over 400 million, including 370 million mobile subscribers and 90 million phs users among which 45 million are newly added in 2005. mobile communications network has become one of the most important information infrastructures in china. currently, 3g technologies, jointly promoted by ministry of science and technology, ministry of information industry and the national development and reform commission have achieved preliminary success. industrialization of wcdma, cdma2000 and especially td-scdma technology standards has attained remarkable results.
meanwhile, mobile communications technologies are developing fast. beyond-3g technologies have gained attention from the chinese government, operators and manufacturers, as displayed in the founding of future mobile communications forum.
director-general wen ku also pointed out that mobile communications development in the future would face more complex environment and more difficult technological challenges, which requires the members of future mobile communications forum to make concerted efforts and achieve advantage complement, lower input and risks through extensive exchanges and cooperation.

first of all, director-general feng jichun expressed warm congratulations on the formal establishment of the future mobile communications forum on behalf of the department of high and new technology development and industrialization, the ministry of science and technology.
director-general feng jichun briefed that china’s mobile communications industry developed swiftly, the amount of subscriber already becomes the first one in the world. since 1998 when ministry of science and technology, ministry of information industry and the national development and reform commission initiated 3g programs, a group of enterprises have developed the capability to provide 3g commercial products. td-scdma industrialization, in particular, has made great achievements.
to promote continuable development of mobile communications industry, in year 2001, the ministry of science and technology initiated the future program, a major part of beyond 3g-oriented 863 programs. four years’ efforts have brought along with significant achievements in key technologies research on the new generation of mobile communications.
while pushing forward mobile communications r&d and industrial development, ministry of science and technology attaches great importance to close cooperation with other countries in mobile communications. in year 2002, ministry of science and technology signed cooperation declaration on future mobile communications development with european union information society. the ministry of science and technology also signed b3g cooperation mou with ministry of information and communications, korea and ministry of internal affairs and communications, japan.
ministry of science and technology is also actively promoting international cooperation in beyond 3g for chinese scientific research institutions and companies through a series of joint r&d programs. the ministry has signed cooperation mous with nokia and ericsson respectively. cooperation programs between companies and scientific research institutions is under way, for instance, samsung and beijing university of posts and telecommunications, alcatel shanghai bell co., ltd and tsinghua university, southeast university, siemens and electronics and telecommunications research institute of korea.
director-general feng jichun deemed it impossible to see monopoly in future mobile communications industry. its development in china should be integrated into the global system. the forum will facilitate china and the rest of the world to conduct extensive exchanges and cooperation and achieve advantage complement, lower input and risks, through which a bright future for mobile communications will be created.
in conclusion, director-general feng jichun expressed his thanks to the delegates present for their efforts in initiating and founding future mobile communications forum. he also conveyed his hopes that the forum would become an open international organization and a just and fair platform for communication where mobile communications spectrum demands and allocation, market demands and applications, system network and wireless technology, technology development and application, intellectual property rights and other common issues in b3g could be discussed extensively and intensively and consensus could be reached to advance future mobile communications development.
